Most Texans don’t realize the Constitution already tells the story of what is wrong — and how to fix it.   Three key articles matter:   •        Article 1  — Our rights   •        Article 7  — Education   •        Article 8  — Taxation   Article 7 requires the Legislature to fund “an efficient system of public free schools.” Article 8 describes how taxes are to be used. Article 1 protects property and due course of law.   But somewhere in the journey from 1876 to today, that
