Texas doesn’t have a revenue problem.
Texas has a discipline problem.
Every year, government spending grows faster than the people who pay for it. Families tighten their belts when costs rise. Small businesses adjust. But government? It keeps expanding — automatically.
That’s backwards.
Texas needs a simple, constitutional rule:
Government spending should only grow by population growth plus inflation — nothing more.
No loopholes.
No “emergency” excuses.
No blank checks.
This approach — what I call the Texas Growth Guard — does not cut essential services. It simply prevents politicians from quietly growing government faster than Texans can afford.
Here’s why it works:
• If Texas grows, spending grows
• If costs rise, spending adjusts
• If government wants more, voters decide — not bureaucrats
That’s not radical.
That’s responsible.
Right now, surplus dollars too often become an excuse for new programs, new agencies, and permanent spending increases. Under the Texas Growth Guard, surplus money belongs where it came from — back to Texans.
This is how we restore trust.
