I believe Texas should begin treating long-term water security as the emergency issue it is becoming.
That does not mean we can build a statewide system overnight, but it does mean we should move immediately on the first steps. The Army Corps of Engineers could help study feasibility, routes, reservoirs, and major infrastructure options, while the National Guard could assist in emergency logistics and temporary support where drought conditions are already affecting communities.
In my view, the right first move is an emergency-level state response focused on planning and pilot development: identify the best coastal desalination locations, map the most practical pipeline corridors, connect them to reservoir systems, and begin with one real project Texans can evaluate.
Texas has waited too long to think seriously about long-term water security. We should start now.
